Most State Health Departments are now moving towards performance related Guidelines for commercial & Body Corporate Community swimming pools and spas, and away from prescribing the equipment & operating procedures. Generally, they are specifying the minimum chemical criteria by which a swimming or spa pool should be operated, to minimize the Public health risks to bathers to acceptable levels, for the designed “type of use” and “bather load” expected. see about community pools
State Health authorities are removing many of the prescriptions on how to achieve the criteria and placing the liability for performance on the obligation holders. Community (Commercial) pools in projects such as High Rise or Cluster Residential Apartment complexes, Retirement Villages, Caravan Parks, Hotels/Motels, etc., require that commercial pool water treatment plants are capable of producing water quality equal to Public pool standards… and are holding the obligation holders liable.
Domestic filtration bed velocities (as recommended by manufacturers for domestic installations) are simply not adequate to cope with large variations in bather loads experienced in commercial aquatic spaces.

Pool water treatment plants in commercial applications, should have a higher contaminant holding/removal capacity, finer particle separation per pass through, have a fast recovery rate, and continuous chemical dosing, to comply with State Dept. of Health Guidelines.
This requires a more efficient pool turn-over rate with a slower filter bed velocity than recommended by manufacturers for domestic installations. Additionally, significant savings in electricity and water costs (of major interest to the client), are available with the design of more efficient hydraulics (lower pipe velocities) and a more efficient back-wash process.
Community pools, to have the capability to be compliant with PUBLIC pool chemical performance Guidelines and Australian Standards, and efficient operation require:
- the turn-over rate to be sufficient to cope with the bather load at all times!
- the bathing load and pool volume to be considered together to determine the size of the pool water treatment plant!
- the filtration bed velocity for heavy use pools to be approx. 50% of that recommended for domestic installations, increasing to approx. 75% with lighter bathing loads and deeper water!
- the back-wash bed velocity to be approx. 50% to 75% of domestic filtration bed velocity!
- the disinfection and pH processes to be continuous while plant is in operation!
- Efficient hydraulics. Pipe velocities should not exceed approx. 2.4m/sec in both suction and discharge lines. But are more commonly installed in Australia with:
- 1.8m/sec. in suction line, and
- 3.0m/sec. in discharge line
